California legislators have introduced a measure that would provide exclusive wagering privileges to indigenous groups and horse racing venues.
A constitutional change enabling sports betting in California has been presented to the Government Organization Committee, which has incorporated specifics into the legislation regarding the operation of sports betting in California, including permitting online wagering.
This amendment, SCA 6, was put forward by Senator Bill Dodd and is an addition to Assemblymember Adam Gray’s ACA 16. Both proposals were initially presented in June 2019. At that time, the legislation only suggested permitting a statewide vote on the matter, which would require a two-thirds majority of voters to become law.
The legislation has now been significantly broadened to encompass retail betting, which could be offered by horse racing venues and Native American tribes, mirroring the referendum proposal put forward by the tribal alliance last November.
However, unlike the referendum proposal, SCA 6 and ACA 16 would allow each licensee to offer a mobile platform in addition to retail services.
Native informants previously informed iGB North America that they were reluctant to incorporate mobile wagering into the proposition because they did not believe California residents would endorse it.
